Election maps

Can anyone suggest resources for making an interactive map for an upcoming municipal election?

I cover a city split up into six districts, several of which are electing new trustees or re-electing the incumbents. There's also a mayoral contest.

I was thinking I could take a map of the city and overlay some sort of opaque layer of color over each district, then bring a pop-up box with the candidate's bio as well as some additional info.

I know GoogleMaps would make for a workmanlike version of this map, but I was hoping to create something a bit better....
